First Draft of the 2026-2027 9% LIHTC QAP – Technical Amendment and Additional Credits Policy Have Been Posted for Public Comment & Public Hearing Notice
2026-2027 9% Low-Income Housing Tax Credit Program Qualified Allocation Plan – Technical Amendment
The first draft of the 2026-2027 9% Low-Income Housing Tax Credit (LIHTC) program Qualified Allocation Plan (QAP) – Technical Amendment, along with the updated data and maps from the Urban Institute have been posted on the Ohio Housing Finance Agency's (OHFA's) website.
OHFA will accept comments on the Technical Amendment draft through 5 p.m. on Friday, July 31, 2026. Comments may be submitted in writing to QAP@ohiohome.org.
Please note that the following metrics will be updated in the final draft to ensure the most up-to-date numbers are included: Max LIHTC Request, Cost Containment, Preserved Affordability – Min Rehab Hard Construction Cost per Unit, and Annual LIHTC Request per LIHTC Unit.
Public Hearing Notice
Notice is hereby given to all persons interested in the federal Low-Income Housing Tax Credit (LIHTC) program administered by the Ohio Housing Finance Agency (OHFA) that a public hearing will be held to receive comments for the first draft of the 2026-2027 9% LIHTC Qualified Allocation Plan (QAP) - Technical Amendment. The time and call-in information for the hearing is as follows:
Thursday, July 30, 2026 from 9:00 a.m. – 10:00 a.m.

A draft of the 2026 9% LIHTC Additional Credits Policy has been posted to OHFA's website for public comment. OHFA will accept comments on the draft Additional Credits Policy through 5 p.m. on Friday, July 31, 2026. Comments may be submitted in writing to QAP@ohiohome.org.

Kentway Apartments, Kent, Portage County, Ohio
The State of Ohio published a Combined Notice of Finding of No Significant Impact (FONSI) and Notice of Intent to Request Release of Funds (NOI/RROF) regarding the Kentway Apartments on July 28, 2026.
On or about, but not before, August 13, 2026, the State of Ohio will submit a request to the U.S. Department Housing and Urban Development (HUD) for the release of Federal funds under Section 288 of Title II of the Cranston Gonzalez National Affordable Housing Act (NAHA), as amended to be used for the following project:
Project Name: Kentway Apartments
Developer: Renewal Development Associates
Location: Kent, Portage County, Ohio
Project Description:
HOME funds will be used for the rehabilitation of Kentway Apartments, an existing affordable senior multi-family housing project consisting of 148-units in eight (8) low-rise and one (1) mid-rise buildings. The proposed rehabilitation will upgrade major building systems, install new life-safety systems, and add code-compliant ADA accessible units and features that are beyond their useful life. The apartment units will receive new kitchens, bathrooms, flooring, and lighting.

The State of Ohio has determined that the project will have no significant impact on the human environment. HOME funds will be used for the rehabilitation of Park Village Apartments, a multi-family apartment complex consisting of eight (8) apartment buildings and one (1) community building with a total of 75-units. The complex serves general occupancy.
